District Administration-Strengthening of District Administration – Creation of 13
additional Joint Collector Cadre (posts) – Assignment of subjects and Re- designation
of the existing Joint Collector posts to streamline operations and improve alignment of
service delivery for Government services at District level – Orders – Issued.
In the G.O.s read above, the Government has allocated various subjects in the District Administration, to Joint Collector – I and Joint Collector – II, duly notifying the post of Joint Collector – I as a Cadre post and the post of Joint Collector – II as a Non-Cadre post.
2. The priority of the Government is to provide responsive, accountable governance in a corruption free environment while keeping special focus on the welfare of all section of the society. To achieve these objectives, the Government have to implement the development and welfare programs of the State in mission mode, while ensuring effective last mile delivery of government services through Village Secretariat/ Ward Secretariat with a network of Village & Ward Volunteers.
3. Furthermore, there are large number of IAS officers in senior-time scale, who require extensive field exposure, before they take up higher responsibilities.
4. In addition to above mentioned officers, extensive field exposure is also required for State Civil Service (SCS) and Non-State Civil Service (Non-SCS) officers, who have a proven track record and are likely to be promoted to IAS cadre in future.
5. Keeping all the above in mind, the Government has decided to restructure the organization structure of the District administration at Joint Collector level in the following manner:
6. The above mentioned three Joint Collectors will assist the District Collectors in discharging the statutory duties as well as the developmental flagship programs. The following structure will be followed with regards to division of Depts. among the 3 Joint Collectors:

3 Health & Family Welfare
4 School Education
5 Technical Education
6 Higher Education
7 Municipal Administration and Urban Development
8 Housing
9 Meeseva, RTG and ITE&C Dept.
10 All Engineering Dept. except Energy & Irrigation .

- The post of Joint Collector – I is re-designated as Joint Collector, Rythu Bharosa & Revenue (JC – RB & R). This post will be a cadre post and it will be filled up by an IAS officer of senior time scale and above.
- A new post is created, with the designation as Joint Collector, Village & Ward Secretariat and Development (JC – V & WS and D). This post will be a cadre post and it will be filled up by an IAS officer of senior time scale and above.
- IThe post of Joint Collector – II is re-designated as Joint Collector, Aasara and Welfare (JC – A & W). This post will be a Non-cadre post and it will be filled up by a State Civil Service (SCS) officer of the grade of Special grade Deputy Collector rank or a Non-SCS officer whose pay is equivalent to Special grade Deputy Collector.
6. The above mentioned three Joint Collectors will assist the District Collectors in discharging the statutory duties as well as the developmental flagship programs. The following structure will be followed with regards to division of Depts. among the 3 Joint Collectors:
