Ammavodi Phase - II irregularities

Sub :- School Education – Certain adverse reports received on implementation of Ammavodi scheme for the Phase – II in the state” – enquiry report called for - Regarding .

A copy of the reference cited, along with all the observations mentioned at Annexures I to IV are herewith communicated to the Regional Joint Director of School Education of Visakhapatnam, Kakinada, Guntur and Kadapa and they are requested to formulate the committees to conduct detailed enquiry as raised by the RTGS and to submit a detailed report to this office on or before 09.09.2021 for taking further necessary action in the matter Top priority should be given to this item of work.

SYNOPSIS:

Ø  A random check of 100 members per Assembly Constituency was conducted across the State, in which 353 irregualarities were found in the implementation of Amma Vodi Scheme in the sample of 17500.

 Ø  Maximum le., 66 Irregularities found in SPSR Nellore district and minimum 1.e., 4 irregularities found in Anantapur district.

Ø  In 52 cases, the students, though they eligible for the scheme, were not benefitted due to technical discrepancies.

The Andhra Pradesh Government launched "JAGANANNA AMMA VODI" scheme for the 2" Phase (Academic Year 2020-21) on 11.01.2021 in Nellore Town as a part of "NAVARATNALU" for providing financial assistance of Rs.15,000/- per annum for one child in a family to each mother (or recognized guardian in the absence of mother), who is of below poverty line household, respective of caste, religion and region to enable her to educate her child/children from Class I to XII (Intermediate Education) in all recognized Government, Private Aided and Private Unaided schools/ Jr. Colleges including Residential Schools/Colleges in the State.

Government had last year supported 42 lakh Mothers/Guardians as Amma Vodi beneficiaries and this number has increased to 44.48 lakh beneficiaries this year.

A random check of 100 members per Assembly Constituency was conducted throughout the State to check for irregularities in implementation in the scheme which reveals the following facts:

Some of the beneficiaries are getting benefitted for more than one child in the family in the State. In some instances, the mother claimed the benefit of the scheme for one child directly and for the second child too, showing the grandparents as guardians. Details of some such instances of mothers/guardians who benefited under the scheme are shown at Annexure – I.

Some of the beneficiaries were working in State/Central Government viz., Defense Services, Government Teachers, APSRTC Employees, etc., and some of the family members had more income per month against the prescribed norms viz., ANMs, Anganwadi Teachers, Home Guards, etc. Details of those employees who so benefited under the scheme are listed at Annexure - II. Details of the special instances/irregularities noticed under the scheme are listed at Annexure III.

The students though eligible for the scheme, were not benefitted due to technical discrepancies, which are listed at Annexure - IV.

Government also announced that from the next phase of Amma Vodi Scheme, mothers of children pursuing Class IX to XII can opt for a laptop Instead of the financial assistance of Rs. 15,000 from the next academic year. Based on the above instances, there is scope for misuse of the facility.

Hence, the Government may instruct the officials concerned to take necessary steps to curb such, irregularities (mentioned at Annexures I to III) and also to look into the cases listed at Annexure-IV, in which the eligible students are not benefitted due to technical issues.
