A copy of the Govt.Memo in the reference read above is here with communicated to all the Regional Joint Directors of School Education and District Educational Ofcers in the state and they are directed to follow the Govt., standing instructions issued and act scrupulously . The receipt of the proceedings should be acknowledged forthwith.

All the HODS under control of the this department is informed that, Government, vide G.O.Ms.No.128, dated: 01.06.2007 have issued orders amending rule 18 of AP Fundamental Rules, according to which Government servant shall be deemed to have been resigned from the service if he/she;
a. is absent without authorization for a period exceeding "one year",
or
b. remains absent from duty for a continuous period exceeding five years with or without leave.
or
c. continues on foreign service beyond the period approved by the State Government. Provided that a reasonable opportunity to explain the reason for such absence or continuation on foreign service shall be given to the Government servant before the provisions of this sub-rule are invoked:
2. In this connection, it has been brought to the notice of the Government that, the competent authorities are not following the above rules, in case of the employees, who are absent from duties without any authorized leave applications.
3. They are therefore, hereby instructed to take immediate necessary action strictly under FR 18, against the employees who are absent from duties without any authorized leave applications, to avoid unnecessary complications in future in the matter.
4. This memo issues with the concurrence of the Finance (HR-IV,FR&LR) Department, vide their U.O.Note No.HROCRSR(LR)/4/2022, Computer No.1622863, dated: 01.04.2022.
