G.O NO 27 - DSC 1998 Qualified appointment as SGTs in Minimum Time Scale

Additional Secretary to the Hon'ble Chief Minister, CMP No.2165/Addl.Secy (MR)/2022, dated:04.02.2022, Shri Dokka Manikya Varaprasad, MLC, enclosing a letter addressed to the Hon'ble Chief Minister, DSC- for appointment as Secondary Grade Teachers on minimum time scale basis. 1998 Commissioner of School Education is requested to consider the request of eligible candidates and take necessary action.

2. The background of the issue is that the Government has undertaken general recruitment to fill the inter-alia vacancies of Secondary Grade Teacher posts in schools vide DSC-1998, mandating minimum qualifying marks for OC, BC, SC/ST. 50, 45 and 40 respectively, and accordingly, the number of candidates called for interview in the ratio of 1:3. Further, the shortlist of candidates is prepared on the basis of marks secured in both written test (85) and interview (15). Due to insufficient number of qualified candidates for the posts, orders were issued vide G.O.Ms.No.618, Education(Ser.VI) dated:18.05.1998 reducing the minimum qualifying marks in the Department, written test for interview viz., for OC, BC and SC/ST. 45,40 and 35 respectively.

3. Candidates who qualified for the interview as per the pre-revised cutoff marks and were not selected for the Secondary Grade Teacher posts in the final list prepared after reduction of the cutoff marks have been applying for the last few years. Appointments as Secondary Grade Teachers.

4. Accordingly, the Commissioner of School Education, in his letter dated:19.11.2022, requested the Government to grant permission to recruit (4,534) candidates against the currently available vacancies including (534) SGT vacancies in Municipal on minimum time scale basis. management It should be noted that only 3620 vacancies are available for recruitment of DSC-1998 candidates in MTS instead of (4,534) vacancies at present. Remaining (914) candidates will work in other educational institutions belonging to various departments of Andhra Pradesh Government till vacancies are created in Zilla Parishad/Government/Municipal Schools Education Department.

5. After careful consideration of the matter, the Government approves the proposal mentioned in para-4 above subject to the following terms and conditions:

DSC 1998 Terms and conditions for qualified appointment as SGT MTS

      (a) Their appointment will be purely on contractual basis on the terms and conditions applicable to contract employees as per existing rules, without any consideration upto the age of 60 years.

      (b) Candidates shall also comply with any other educational/technical qualification requirements as may be prescribed by the subsequent DSC and shall achieve the same within two years.

      (c) Candidates appointed with B.Ed qualification shall undergo six months bridge course in elementary education recognized by NCTE within two years from the date of such appointment.

      (d) These contract teachers are only entitled to benefits available to other contract teachers and cannot claim benefits available to regular teachers.

      (e) These orders for accommodation of DSC-1998 candidates will be issued only by way of special case under exceptional circumstances on humanitarian grounds and shall not be taken as precedent.

6. The Commissioner of School Education will accordingly take further necessary action regarding counseling and posting of DS 1998 candidates as soon as possible.
