The Memo on limiting the duties of field functionaries of education department to Education activities is issued based on the directions of HCM. Focused attention on teachers presence in schools and spending quality time on teaching to achieve desired learning outcomes was stressed by HCM. Please discuss with Collectors and ensure that HMs, MEOs, DyEOs, APCs, DEOs etc drafted for other duties are exempted. Let them focus on educational activities only and strictly review the same.

అమరావతి : ఫిబ్రవరి 3వ తేదీన ముఖ్యమంత్రి వై.ఎస్ జగన్మోహన్ రెడ్డి అధ్యక్షతన జరిగిన విద్యా శాఖ సమీక్ష సమావేశంలో ఆదేశించిన విధంగా మండల విద్యాశాఖ అధికారులకు పని భారం తగ్గిస్తూ ప్రభుత్వం ఆదేశాలు జారీ చేసింది. ఈ మేరకు పాఠశాల విద్యా ముఖ్య కార్యదర్శి బుడితి రాజశేఖర్ ఉత్తర్వులు జారీ చేశారు.
రాష్ట్రంలోని విద్యారంగంలో లో సమూల మార్పులు చేసే దిశగా రాష్ట్ర ప్రభుత్వం అడుగులు వేస్తోంది. నాడు నేడు పథకం లో భాగంగా పాఠశాలలను అభివృద్ధి చేస్తుంది, విద్యార్థుల తల్లులకు సంవత్సరానికి 15 వేల రూపాయల ఆర్థిక సహాయం అందిస్తుంది, నూతన విద్యా విధానాన్ని ప్రవేశపెట్టడానికి శరవేగంగా అడుగులు వేస్తోంది మరియు అనేక పాఠ్య కార్యక్రమాలు సహపాఠ్య కార్యక్రమాలు పాఠశాలలో అమలు చేస్తుంది. వీటి అన్నిటి అమలుకు క్షేత్రస్థాయిలో మండల విద్యాశాఖ అధికారులు పర్యవేక్షణ చేయాల్సి ఉంటుంది.
ప్రస్తుతం ఏకీకృత సర్వీసు నిబంధనలు అంశం కోర్టులో పెండింగ్లో ఉండటం వలన ఖాళీగా ఉన్న మండల విద్యాశాఖ అధికారి మరియు ఉప విద్యాశాఖ అధికారి పోస్టులను భర్తీ చేయడం సాధ్యం కావడం లేదు. రాష్ట్రంలో 264 మండల విద్యాశాఖ అధికారి పోస్టులు 50 ఉప విద్యాశాఖ అధికారి పోస్టులు ఖాళీగా ఉన్నాయి. దీనివలన ఒక్కో మండల విద్యాశాఖ అధికారి మూడు లేదా నాలుగు మండలాలను పర్యవేక్షించాల్సి వస్తుంది. వీటితో పాటు అదనంగా జిల్లా కలెక్టర్ వారు సూచించిన విద్య కు సంబంధం లేనటువంటి ఇతర కార్యక్రమాలను సైతం చేయాల్సి ఉంటుంది. దీనివలన పాఠశాలలపై పర్యవేక్షణ లోపించడంతో పాటు ఇతర కార్యక్రమాలు కూడా చేయలేని పరిస్థితి ఉంది.
దీనిని నివారించడానికి మండల విద్యాశాఖ అధికారులకు విద్య కు సంబంధం లేనటువంటి ఏ విధమైన ఇతర బాధ్యతలు అప్ప చెప్పవద్దని జిల్లా కలెక్టర్లను ఆదేశిస్తూ ప్రభుత్వం ఉత్తర్వులు జారీ చేసింది. దీనితో ఇకపై మండల విద్యాశాఖ అధికారులు పూర్తిస్థాయిలో పాఠశాలలపై, విద్యా కార్యక్రమాలపై పర్యవేక్షణ చేయడానికి అవకాశం దొరుకుతుందని ప్రభుత్వం భావిస్తోంది
All tile District Collectors in the State are informed that the School Education Department is the largest department in the State vested with the responsibility of managing, regulating and monitoring the schools in the State. Primary and Secondary education in the State is imparted through 61390 Government, Aided and Private schools with an enrollment of 72,48,961 students and 2,90,662 teachers.
2. Government is now giving utmost importance to school education by strengthening the existing infrastructure for all Government schools (under Nadu Nedu), by streamlining the f'illd-Day meal program and revising the menu (under Jagananna Gorumudda), by taking up curricular reforms in consonance with the National Education Policy 2020 and also by setting up a regulatory and monitoring mechanism to streamline the functioning of schools. The Govt. is also supporting the mothers by providing financial assistance under Jagananna Ammavodi to send their children to schools and distributed, teaching learning material to the students in the form of students' kits (Jagananna Vidya Kanuka) well before the reopening of schools. All these dedicated efforts are intended to bring in a radical transformation of school education with a long-term objective of preparing the students of Andhra\ Pradesh as global citizens with a bright future.
3. Government have issued orders for restructuring and relocating the existing Anganwadi Centers and existing non-residential schools run by State Govt., Mandai Panshad, Zilla Parishad, Municipal and Tribal welfare department schools into (i) Satellite Foundational Schools (PP1 & PP2), (ii) Foundational Schools (PP1, PP2, Classes 1 & 2), (iii) Foundational School Plus ( PP1, PP2 Classes 1 to 5 ), (iv) Pre High School (Classes 3 to 7/8), (v) High Schools (Classes 3 to 10) and (vi) High School Plus (Classes 3 to 12). These comprehensive academic and administrative reforms are implemented with the objective of optimum utilization of educational infrastructure and human resources to enhance the learning outcome among the children studying in government schools to make them future global citizens.
4.Direct day-to-day involvement of filed level officers of Education Department is essential for effective implementation of the flagship initiatives such as Jagananna Ammavodi, Jagananna Vidya Kanuka, Jagananna Gorumudda, Mana Badi Nadu Nedu and academic and administrative reforms that are brought into the system.
5. At present most of the Mandai Educational Officers are kept in charge of three or four mandals, as Mandai Educational Officer posts are fallen vacant and the Government is not in a position to fill up the vacancies due to finalization of unified service rules. Further, 264 MEO posts are vacant. All the 50 Deputy Educational Officer posts are vacant. In this situation, all the field functionaries are forced to do more work than defined. In addition to these regular duties, all the District Educational Officers, Additional Project Coordinators of Samagra Shiksha and Mandai Educational Officer are being assigned with other non-departmental works such as Nodal Officers for COVID in hospitals, Special Officers for Grama panchavats. Auditing Officer fo~ NREGS works, Special Officers for OTS Registrat'on of land specral officers for development works by the district administration concerned. In these circumstances, it is observed that the education department officers are unable to devote sufficient time and focus on the priority flagship Initiatives in education department, which is adversely impacting their effective Implementation.
6. Dunng the review on School Education Department on 03.02.2022, the Hon 'ble C. M stressed the need for focused attention on teachers presence in schools and spending quality time on guiding students to achieve desired learning outcomes. It is observed that there is 'absolutely no academic monitoring by the DEO in view of various tasks being given to them by the District Collectors. As the field level functionaries are being assigned other non- departmental works, they may not be able to pay the required attention to the Government prestigious flagship programmes, so that the very objective of the Government in introducing several educational reforms in order to develop an eqo table and vibrant knowledge society by providing quality education to all, will be weakened.
7. Government after careful consideration, hereby instruct all the District Collectors in the State, not to entrust/assign other non-departmental works to all the field level functionaries of Education Department In the State, so that they may be confined to the already defined departmental works, for effective Imp ernentatron of the ongoing Government prestigious flagship programmes in the field of education.
8. The above instructions shall be followed scrupulously.
